Farm 21 Maison Paschal Pilon (1833)

Originally part of Farm 21, this property reminds us of the long and narrow shape of the first Quebec farms. This one went from Lake Saint-Louis to Sainte-Marie Road. The original stone house, 12 meters long x 9.6 meters (38 feet long x 32 feet), was built by Paschal Pilon in 1833, as indicated on a stone found in the garden. The front door facing the lake is set in fieldstones. Paul Turgeon purchased the property in 1912 and expanded this farmhouse into a villa.

This house was demolished following a demolition permit request in 2023.

Extract from the minutes of the meeting of the demolition committee 2023-10-11:

The Assistant City Clerk explains that the Demolition Committee met on May 16, 2023, and conditionally approved the demolition and indicated the following condition:
• Considering the presence of foundations dating from the years 1820-1830 in the western part of the building, and that the above-ground construction of this part dates from the 1930s, the owners must first obtain a heritage study, at their expense, carried out by a professional appointed by the City whose conclusions are to the effect that there is no heritage value in the western part of the building.
The Committee must therefore meet again in order to make a final decision on this application after receiving the requested heritage study.
Councillor St-Jean explains the demolition criteria.
The City Clerk informs the members of the Committee that one letter of objection was received, within the prescribed time.
It is moved by Councillor Roger Moss, seconded by Councillor David Newell and RESOLVED to grant a certificate of authorization to demolish a building located at 246 Beaconsfield, on the condition that the foundation is maintained or salvaged, and that the west wing facade is maintained.

THE MOTION IS DEFEATED.

It is then moved by Councillor Roger Moss, seconded by Councillor David Newell and UNANIMOUSLY RESOLVED to grant the certificate of authorization to demolish a building located at 246 Beaconsfield, on the condition that any existing plaque, relating to the history of the property, be retrieved and placed on the property.
Considering:
• The conclusion of the minutes of the Demolition Committee meeting of May 16, 2023;
• The heritage study prepared by Gris Orange Consultant.
Subject to the applicable regulation and the following conditions:
• That any existing plaque, relating to the history of the property, be retrieved and placed on the property;
• That the applicable park fees, be paid in the manner established by Council;
• That the replacement program submitted to the Planning Advisory Committee be approved by Council;
• That the demolition be completed within the period specified in the bylaw;
• That the trees be preserved, wherever possible and that a minimum protection perimeter around each of the existing trees be established and erected in accordance with the provisions of the zoning by-law before the demolition of the building.
